The Scheme would support clusters and groups such as FPOs/SHGs/ producer cooperatives along their entire value chain for sorting, grading, assaying, storage, common processing, packaging, marketing, processing of agri-produce, and testing laboratories.

FPOs and Producer Cooperatives would be provided the following support:

 

Seed capital @ Rs40,000/- per member of SHG for working capital and purchase of small tools would be provided under the scheme;

  1. Priority would be given for SHGs involved in ODOP produce in giving seed capital;
  2. All the members of an SHG may not be involved in the food processing. Therefore, seed capital would be provided at the federation level of SHGs;
  3. This would be given as grant to the SHG federation by SNA/ SRLM. SHG federation would provide this amount as a loan to the members of SHGs to be repaid to the SHG.
  4. Support to individual SHG member as a single unit of food processing industry with credit linked grant @35% with maximum amount being Rs 10 lakh.
  5. Support for capital investment at federation of SHG level, with credit linked grant @35%. Maximum limit of grant in such cases would be as prescribed.
  1. Training & Handholding Support to SHGs: For support to SHGs, a large number of trained resource persons are available with State Rural Livelihood Missions (SRLMs). These local resource persons of SRLM having expertise in agro-produce would be utilized for training, upgradation of units, DPR preparation, handholding support, etc.

Eligibility for applying for credit linked subsidy for an SHGs

  1. Priority would be given to SHGs involved in ODOP produce.
  2. The SHGs should have sufficient own funds for meeting 10% of the project cost and 20% margin money for working capital or sanction of the same as grant from the State Government.
  3. The SHG members should have for a minimum period of 3 years’ experience in processing of the ODOP product.

Supporting Documents for SHG (Whichever is applicable)

  1. Aadhar Card of all the members
  2. One photo of all the members
  3. Inter-se Agreement (either registered or unregistered) executed by all members of the SHG communicating their decision to open a Savings Account with the bank and identifying two or three members to jointly operate the account
  4. Copy of passbook of existing account with a bank
  5. In case of SHGs, who do not have an existing bank account, a letter of introduction from the Village Sarpanch / Village Administrative Office (VAO) in rural locations would be accepted
  6. Identify Proof & Address Proofs of Authorised Signatories
    1. Voter ID card of members
    2. Bank pass book (bearing photograph of client) issued by Banks where account has been opened at least 3 months prior, along with an account opening cheque drawn on the same account.
  7. Documents required other than KYC
    1. SHPI Recommendation Letter
    2. Repayment track record if the SHG has credit linkage with any other bank or financial institution
  8. Sanction letter and repayment statement (Statement of Account) of active loans

Support to FPOs and cooperatives managed group enterprises.  FPOs and Producer Cooperatives would be provided the following support:

  • Grant @35% with credit linkage;
  • Training support;

Eligibility Criteria for Co-operatives/FPOs:

  • It should preferably be engaged in processing of ODOP produce;
  • It should have minimum turnover of Rs.1 crore;
  • The cost of the project proposed should not be larger than the present turnover;
  • The members should have sufficient knowledge and experience in dealing with the product for a minimum period of 3 years.
  • The cooperative/FPO should have sufficient internal resources or sanction from the State Government to meet 10% of the project cost and margin money for working capital;

  • Board Resolution for availing loan /borrowing power /borrowing authority

Financial

  • Audited Balance sheet with annexures of last 2 years along ITR, if not audited, self-attested will suffix.
  • GST returns, if applicable
  • Bank Statement of last 6 month
  • Sanction letter and repayment statement (Statement of Accounts) of active loans

  • Certificate of Cooperative Society Registration
  • Ownership proof of the business premise (if owned by Cooperative Society)
  • Rent/Lease Agreement of the business premise, if applicable
  • Memorandum and Articles of Association
  • Copy of bye-laws along with its amendments, if any (Hindi/ English translation of byelaws required)
  • Aadhar & PAN Card copy of Chairman/Board Member/Chief Executive/President
  • Proof of Address (Utility bills such as electricity, water and landline telephone bills in the name of the concern)
  • Audited Financial Statements along with all schedules for last 3 years with audit reports and ITR. If current year's Audited Statements not available, then attestation can be done from concerned authority before submitting
  • If board is nominated/superseded/administered, please specify reason
  • Resolution of Board of Directors for availing financial assistance from MOFPI
  • Sanction letter and repayment statement (SOA) of active loans
